Transportation Technology Center, Inc.’s Bureau of Explosives (BOE) is a unique membership organization dedicated to helping carriers, shippers, and container manufacturers continually improve hazardous materials transportation safety — and BOE inspectors are the backbone of our service. Strategically placed throughout the United States, Canada, and Mexico, they work with hazmat shippers performing regulatory compliance audits for hazmat shippers and carriers (road and rail), and responding to emergencies. The inspectors also provide general awareness and function-specific training for hazardous materials employees that exceed the requirements of CFR 49, Part 172.
PRIMARY DUTIES
Provide and implement Hazardous Materials Quality Control and Inspections to assure carrier and shipper compliance with hazardous materials/dangerous commodities regulations of the U.S. and Canada. Educate/train carrier and shipping personnel as to the safe practices for handling hazardous materials. Provide emergency response training for public responders, as well as carrier and shipping personnel. Assist rail carriers in mitigating hazardous materials accidents or product releases. Serve as a trainer at the TTCI’s Security and Emergency Response Training Center when requested. Perform rail yard inspections to assess compliance of DOT/TDG regulations and produce written reports detailing the results of those inspections. Also, within one year of hire, the Field Inspector must:
• Obtain AAR Specification M-1003 Quality Assurance Auditor certification;
• Perform process and product Quality Assurance Audits of rail industry equipment/component manufacturing, repair and reconditioning facilities; and
• Prepare M-1003 Quality Assurance Audit Reports.
MINIMUM QUALIFICATIONS:
Bachelors Degree (related field) and two (2) years of railroad related, mechanical department experience or six (6) years of railroad related, mechanical department experience may be substituted for the degree. Excellent oral and written communication skills required. Five (5) years public speaking and/or instruction experience required. In addition, applicants must have thorough knowledge of the following software: Microsoft Word, PowerPoint, and Excel. Applicant must be able to wear O.S.H.A. Level "B" chemical protective clothing including full-face canister breathing mask, and pass a physical examination. Must have a base knowledge of CFR 49.
PREFERRED QUALIFICATIONS:
In addition to the minimum qualifications, preferred candidate qualifications will include:
• Bachelor’s degree with at least six (6) years working knowledge in railroad-related, mechanical department experience.
• Minimum of ten (10) years instruction experience.
• Quality Assurance Certification.
• Experience in responding to hazmat emergencies and the repairing leaking containers.
• In-depth knowledge of DOT regulations and standards in accordance with AAR procedures.
