Manager - Hazardous Materials

Primary Duties:
Reports to Chief, Technical Standards, TTCI. Provides direct support for the following: Provide administrative and database support for AAR activities associated with all aspects of Hazardous Materials transportation. Manage the TCC portion of the tank car shop certification process. Manage registration of Class F G, & L facilities. Maintain, revise and update the AAR Hazardous Materials Shipping Descriptions and Emergency Response Database, including interfaces with Railinc IT and EDI systems. Manage production of the AAR Annual reports on hazardous materials transported by rail and non accident releases. Represent the rail industry on the Dangerous Goods Advisory Council. Work with AAR Hazardous Materials Committee and the Railinc organization on approval for blocking and bracing of hazmat shipments and assist in railroad security matters related to hazmat. Participate in random sample field audits of hazardous materials shipping practices at rail facilities.

Provide direct support and/or oversight for the following: Provide administrative and database support for the AAR Non Accident Release (NAR) Committee and assist with prevention program follow up actions. Review and approve requests for intermodal tank certifications and maintain, revise and update the AAR 600 portable tank database. Provide oversight on production and sales of the AAR BOE 6000 Tariff and related hazardous materials publications. Represent the rail industry on the National TRANSCAER Committee. Manage the development and execution of the annual BOE Seminar.

Minimum Qualifications:
Bachelor of Science in related field. Minimum two years experience with application of US DOT regulations (49 CFR) in rail transportation. Working Knowledge of hazardous materials, chemical properties and spill response mitigation techniques. Effective, high level verbal and written communications skills is essential. Strong organizational and interpersonal skills are a must with an ability to multi-task. Expert knowledge of MS Office software essential. Familiarity with railroad operations and rail industry practices is a key requirement. Basic knowledge of AAR Quality Assurance Program is key. Travel throughout the US and Canada will be required.

PREFERRED QUALIFICATIONS:
In depth knowledge of hazardous materials, chemical properties and the regulatory environment. Direct experience in the application of hazardous materials regulations in rail transportation. Expert knowledge of US CFR 49, it's history, development process and application. Experience in notice of proposed rulemaking (NPRM) review and comment processes. Working knowledge of UN, IMDG, TDG and Mexican hazardous materials shipping regulations. Formal education in computer information systems. Knowledge of mainframe database systems and expanded computer knowledge to include programming. Emergency response procedures; experience and field work in a rail environment. Practical experience in conducting field and office compliance audits desirable. Public speaking and instructional experience on hazmat topics an asset. Practicing knowledge of AAR QA Certifications a plus. Committee meeting management and meeting protocol experience beneficial. Familiarity with test procedures, the AAR Manual of Standards and Recommended Practices and a basic knowledge of steel types, properties and applications to pressure vessels desirable.
