Primary Duties:
Provides leadership and direction for training activities. In conjunction with the General Manager,
develops and implements development training for ERTC Instructor staff. Participates in curricula
development and revision. Assists in the management of ERTC budgets and marketing plans. Represents
ERTC on local response activities outside of TTCI. Provides off-site training as required. Provides
assistance in the implementation of the strategic plan for the ERTC business unit. Serves, along with
General manager, in direct interface with ERTC's current and future customers.
Minimum Qualifications:
BS/BA Degree or equivalent experience with excellent reading, writing, and oral
communication skills. Previous leadership or management experience with demonstrated team building
ability required. Emergency response experience critical. Emergency management experience essential.
Hazardous Materials Technician Certification required. CHMM a plus. Training in educational
administration and demonstrated teaching ability with proficiency in an industrial environment required.
Prior railroad experience strongly preferred. Complete and extensive knowledge of hazardous materials
regulations and standards, and working knowledge of NFPA standards and OSHA regulations required.
Must be willing to travel off site to promote ERTC initiatives and provide training. Must have excellent
contacts and rapport with key personnel across the spectrum of hazardous materials response stakeholders.
PREFERRED QUALIFICATIONS IN ADDITION TO MINIMUM:
Bachelor's Degree in Business Management/Administration or Education or related technical field.
Graduate Degree in same areas a plus. Hazardous Materials Specialist Certification. Minimum of ten years
experience as an emergency responder. Minimum of five years experience as a manager in a hazardous
materials environment. Training in Fire Science a plus. Railroad incident response and railroad incident
command highly desirable. Highway emergency response and shipper/chemical manufacturer facility
experience highly desirable. Demonstrated leadership and group dynamics skills. In depth knowledge of 29
CFR, 49 CFR, 40 CFR and NFPA 472. Familiarity with Canadian, Mexican and UN dangerous goods
regulations a definite plus. Knowledge of IFSAC and Proboard Protocols. Prior experience in hazardous
materials training course development. Proficient in the use of MS Office software with emphasis in
PowerPoint. Extensive knowledge in budget management and strategic business planning and opportunity
evaluation.
